Does tracing 图片 count as stealing?

It's been years since I ever did something like this. But I've noticed that a lot of times, whenever I look at someone's "art" (recolored an image), they get criticized for it. So, I know that recoloring 图片 is bad because 你 didn't draw it. But if 你 trace it, would that technically still be drawing?
