How exactly works the 列表 of 粉丝 由 Most Contributions???

I've been thinking a lot and I can't realize in what way it works because people who haven't contributed even one thing in the spot are on the 最佳, 返回页首 of the list? So please could someone explain to me how this thing works? :D

It is a sum of votes, so no matter if ultimately they do not contribute anything because they are still the ones with the most votes.
