why can't we just create a club

What are 你 talking about? Of course 你 can create a club, if there isn't one already made for it.

On 潮流粉丝俱乐部 首页 page there is a bar that is green and in the upper right (on my browser). It says "Start a new club".
If this was not what 你 were asking, sorry.

潮流粉丝俱乐部 doesn't allow new members to create 俱乐部 instantly. 你 have to wait a few months after creating your account before 你 can start a new club. It's supposed to make the creation of duplicate 或者 spam 俱乐部 less likely.
