When can a "pending club" be promoted to "full club status"?

I think that's one of the beautiful mysteries of Fanpop. Like the medal system: we know it's there, we think we kinda know how it works, but actually we don't have a clue. The same goes for the 'pending club' function. If 你 make a decent club, it will get 'full club status'. If it's not decent it won't. It's up to the mysterious 潮流粉丝俱乐部 gods to decide which club is decent.

Second, I always thought it was to do with how many 粉丝 the spot has. Like if it hits over a certain number of 粉丝 it becomes a full club. Just a theory though :)
