This is just old woman's clothes... It's her attitude that makes it intimidating. Nothing in the dress. Even the colors are faded and not sharp or would look sinister in anyway. The shawl over her head rather makes her look more old and soberly widow, than an evil stepmother.

Just not scary. Maybe the scarf is scary a tiny bit?

^it's more like a power dressing than scary i'd say, with winged cloak, black and purple adding to its aura.

Another old woman dress that is very plain and common, definitely it"s not scary.

Just like her red one, it's just a normal dress that you'd see an elderly woman wear.
