he used a genie to be all he thought would want so I think during birthdays he would try his hardest to get her the best gift

He gave Belle the library! He is so thoughtful he would always think about what she would really want.

He uses his heart and thinks hard what he knows his love would truly want. Hello!!! A library!! That seems like the best gift Beast could have ever given Belle. That and his heart. :D

He understands what a girl he loves is fond of. The library was the best gift possible for Belle.

Well Flynn took her to see the floating lights ( though at first he was black mailed into it). But later he willing took her to see the floating lights. Rapunzel knew Eugene would do that but what she didn't expect was for him to give her best view of them by boat which she did not expect.Eugene also did took her around the kingdom and he even got her flag while there along with cupcakes took her to library,and did other stuff.And in the close end of movie he returned her to her parents.Though he knew the conncwices he might face because of his past as Flynn Rider and getting out of jail,he did it anyways because he loved her and felt it was only right for to meet and be with her true parents.Now he didn't have to do that but he did.That was probbley the best gift he gave/ did for her.Rapunzel is very important to Eugene and she means the world to him,so I know he do anything to make her happy.He did after gave up his life so for her to be free from Gothel,so that right there tells you that he do anything everything just to make her happy! That's what I call true love! Rapunzel you lucky gal you!

The libary wasn't the only gift he gave Belle. In Enchanted Christmas he gave her a rose which means that he can really come up with great gifts for christmas.
