I suppose Cinderella could sing it after she's locked in the room by her stepmother.

^I was thinking either Cinderella or Belle for the same reason. Belle could sing it while being held prisoner in the castle.

I thought it could be some sort of little internal monologue for when Ariel is on the dock (like "Something There"). It would either be for her or Belle IMO.

I was going to post Ariel's version of the lyrics here, but then I realized that it didn't have to be changed much for her.
