He maybe the Sultan's Royal Vizier, but Jasmine is the princess and the future queen of the kingdom, so her command should be considered more important than Jafar's. The only one who is of higher power in Agrabah than her is her father, who knew nothing of the situation and as the captain of the royal guards he should've made sure that he did know about it. So it seems weird to me that he didn't immediately do as Jasmine told him and followed through with the orders of Jafar, who again isn't as high up as she is, or at least didn't follow through with the orders until she had talked to Jafar and her father.
Jafar is the Sultan's Royal Vizier there for the second man in Agrabah. In that era and time Jasmine has got higher status but hasn't got more power than the Royal Vizier it doesn't matter that she is the Princess. If she would be he and the 1st Royal Prince then he would be the 2nd man after his father. By the way she said it in the movie too "At least some good will come of my being forced to marry. When I am queen, I will have the power to get rid of you."
Though Jasmine is a princess, but I guess Jafar has more power than her as he is the Sultan's royal vizier, the second most influenced person after Sultan.
Actual, In the Ottoman Empire the Grand Vizier (Jafar) was the prime minister of the Ottoman sultan (Jasmine father) , with absolute power of attorney and, in principle, dismissible only by the sultan himself. Just a little fun fact.
