I don't think she ever really loved her, but I do think she did have some true positive feelings toward her and did at least like her.

I think Mother Gothel did love Rapunzel.
When she says 'I love you very much dear' she's talking to Rapunzel and I think she means it. Mother Gothel did care for her, and raised her like a daughter, she just didn't do a very good job. People say she's so scary because she's like a real abusive parent. Mother Gothel wasn't the best mother, but she did care for Rapunzel.
Rapunzel then says 'I love you more' which is true. Rapunzel really tried to do everything Mother Gothel wanted and keep her happy. She cared about Mother Gothel a lot more than Gothel cared about her.
When Gothel says 'I love you more' she kisses Rapunzel's hair. I think she is talking about the hair. Mother Gothel cared for Rapunzel, she just cared about the hair (and therefor herself) more.
