Well, it's complicated. He may not even try {but it will still happen I'm sure} because of what he told Elena before& made her forget, but it doesn't really matter if Stefan was around or not. Damon still loves Elena.

I think by him not taking advantage of Stefan's absence to win over Elena is in itself a plan to not let the chance pass. He is changing for Elena, and by not doing what she thinks he will do, it will eventually win her over and prove to her that he did indeed change.

He'll flirt like he always does, but you have to remember he loves Stefan too. He doesn't want him trapped in the tomb, and he doesn't want to win Elena by default because she has no option of Stefan...at least that's how I see it.

He wouldn't go to the effort of saying ILY and erasing her memory just to take advantage of her IMO. Stefan and Katherine only think he would do that cause they don't know about him officially giving Elena up

He might still flirt with her, but he won't do anything to take advantage of the situation. He wants Elena to fall in love with him all on her own.
