Who has 删除 the Chii's memory?

Chitose Hibiya, the lanlady. Ms. Hibiya didn't know that Elda had downloaded Freya's 心 into her. After the incident with Freya occured people thought the same would happen with Elda and plotted to get rid of her themselves. Knowing this, Chitose Hibiya deleted Elda's memories and put her in the trashcan. But Freya still was inside Chi becuase she had downloaded Freya's 心 into hers and even though Hibiya deleted her memories,She couldn't 删除 her heart. P.S it actually was her 心 that Elda downloaded and if 你 listened while Hibiya explained all of it to Hideki,while freya was laying there Elda 说 ''I will download your 心 into mine that way 你 will still be alive.''
