I think Angelus, Spike and Drusilla are a great example of big bads who got the balance right. They cracked me up but they could still pose a clear threat to the scoobies.

I think Buffy is the best show for villains who can be threatening but still likeable and funny. I'm currently re-watching s3 and I'm being reminded how much I loved the Mayor.

I find the big bads that are funny are more scary than something like the ubervamp which was for me just ugly and strong.
