If Fiona from 怪物史莱克 turns into an ogre, then how come Belle doesn't turn into a beast?

Beast and Fiona were cursed and only if they did that thing (Fiona find her true 爱情 and the beast to be loved for real) their curse would break. Belle didn't have a curse and so didn't Shrek.
