They're both extremely powerful, so I did have to think about this.. True that Toph is one of the greatest earth benders, Azula is one of the greatest firebenders..

Azula can lie without being detected, and she can jump and use her flames to move herself into the air- out of Toph's seeing range. It would be a great battle though.

It would truly be an epic battle. I'm going to say Toph. If this battle took place after the Season 3 finale Azula would be crazy and wouldn't be able to properly fend off any earthbending attacks.
