Can Uncle Iroh see into the spirit world?

In the episode "The Winter Solstice part 1", Aang is in the spirit world and he is flying on Roku's dragon and happens to fly above Iroh, who is captured 由 Earthbenders. Iroh looks up and gasps and one of the Earthbenders says "What is it?" and Iroh quickly 回复 "Nothing".
I thought people weren't able to see into the spirit world?
